Check out one of the most used fuel types over here in Brazil: ethanol. It gets worse mileage, ok, but it gives the car a tad more power and is a lot cleaner than gas.

Thanks for the clarification! In Brazil, the plate is perpetually bound to the car. The only way to change it is if the plate’s system is changed (i.e. we used to have 2 letter, 4 number plates [XX-0000] and change it to 3 letter, 4 number plates [XXX-0000]).
