Technically, The Mist did it first. But that came out 10 years ago, and the only other movie that I can think of that had a black-and-white alternate version is Fury Road. So it’s probably more related to that movie than The Mist.

The phrase probably makes more sense if you parse it as “all <requirements met> except <the very last piece>“.

In this case it means as close as it can get to being official without being official. So if I say Supergirl is all but renewed, it means they haven’t made a real announcement but everybody would be stunned if it weren’t. And in sports if you hear the Yankees or whoever are “all but eliminated” from playoff contention…

‘All but’ in this case means the second series is everything short of confirmed. Effectively, it means all the steps to renew the show have been completed except for officially announcing it. I hope that makes sense, I’m a little loopy on meds today. :D
