You dont have to use a password program. You do need to randomize them not using a template. Use letters (upper and lower, duh)numbers and symbols as random as you can and just write them down. If you lose the list password resets are generally not hard, just remember your primary email password.

Writing them all down the old fashioned way with pen and paper and keeping the list in a safe spot is your best bet. I come up with something completely random using letters, numbers, and symbols. Makes it extremely difficult to remember most of them so I refer to the list often. Paper is alot safer than saving them…
