A 10% new car EV sales rate is almost doubling the current rate. So, stop acting like it would be some small increase.

Cost...It is literally that simple. FHEVs generally come at a premium of $2-3K and the math often doesn’t work. Take a Rav4 Hybrid, it costs about $3k more upfront and will net you maybe 9MPG more in mixed driving. With 15k miles a year, you will save about 100 gallons. At $4/gallon, you save $400/year.
