It can, but most operators don’t have the A380 setup like that; the only real exception is I think Emirates with their 615 seat 2-class setup on a handful of planes. Most operators have a ~520 to ~540 passenger setup across 3 classes. Overall, current operational A380 capacity ranges from 379-615 seats.

I don’t think that is true vs the 787. The A380 burns ~2x the fuel, but doesn’t carry 2x the passengers or cargo. The cost per hour of the A380 is also about 2x as much as the 787, but again, in standard form doesn’t carry 2x as many people or cargo.
