He definitely left his feet a bit before contact, but the idea of “targeting the head” is off-base. Right before contact Kucherov put his head down even further than it already was. Should have been called a charge, should not result in a suspension.
Honestly, it looks like a relatively clean shoulder-check to me. Kucherov had his head down, and Kronwall took advantage of it. There is no “defenseless receiver” style penalty in hockey, and Kucherov was a legitimate target since he was actively handling the puck at the time.
