I would encourage this student to file a Title IX complaint with OCR. They are pretty much investigating anything and this is clearly a violation of their civil rights based on gender identity.

I work with sexual assualt in a university environment. It's complicated as to why it has happened. But legally per Cleary and Title IX a school cannot cover up anything. In loco parentis died in the 1960s.

There are three processes that sexual assualt victims are encourage to go through per Title IX: civil, criminal, and university. Civil and university use a preponderance of evedience whereas criminal has a much higher burden of proof. Many may not make it to criminal because of lack of evidence whereas a university…
