I work with sexual assualt in a university environment. It's complicated as to why it has happened. But legally per Cleary and Title IX a school cannot cover up anything. In loco parentis died in the 1960s.

I just came back from a Title IX training. The Title IX coordinators/deputies also should be informing students that they have a right to a civil case as well. So—survivors will now be encouraged to go through judicial, criminal, and civil processes as well—which is a pretty great addition.
