1. It’s not exactly wonderful, but yes, some children have unfettered access to a credit card. Some parents do set these up as a cosigner up in order to build their credit. This is irrelevant to the previous point, imo.

There’s a difference between making sure that a game has good quality or inoffensive content, and determining whether or not you are facilitating a scam.
