Existing 18-wheelers can already lock up their brakes. What would even more braking power achieve? The limiting factor is not at the brakes but rather the friction between the tires and the road.
It may help to alleviate brake fade on steep grades but I doubt it’s going to improve your stopping distance under normal conditions.
