Disagree. The deterrent effect of prison (or other corporal punishments) have always been entirely about their brutality. “Time out” is for those who are a lasting threat to society. A stay in a hotel room doesn’t have much deterrent effect, unless it’s one hell of a crappy hotel room.

I’ve always assumed it’s a way of targetting “functioning” pedophiles. A niche, but desperate, target audience. (at least in the U.S.)
