In my experiences for the past 12 years the roads in NOVA to be considerably better than DC and lightyears better than Northern/Central NJ.

If I recall correctly in NJ and Virginia it’s policy that they do this and can get administrative reprimand if a supervisor catches them approaching the side of the car that is closest to traffic.
