No! At least not with all ECU’s, a lot of more modern ECU’s don’t work well with piggyback systems. Think of the piggyback as a Game Genie to give you more lives in super mario, and flashing as recoding the game itself to give you more lives.
Most emissions tests are ODBII, so not really an issue if you’re flashing. Not that I encourage that type of behavior for street use.
This. If i recall correctly my ‘13 NC ECU has over 300 maps with double that number of cross references between them. VERY COMPLICATED. Requires some dedicated folks and a donor car to crack it and piggybacking isn’t typically a viable option for this ECU either!

There are some other things tuning helps with though. For example: In Mazda’s stock NC ECU there is a torque adjust “feature” for 2nd gear that uses the drive by wire to limit torque in that gear.
