I think it has to be more than just their actual on-field accomplishments — it has to have something to do with their legacy in the game. McGwire's legacy in the game will be sitting in front of a Congressional panel and being completely unable to answer any questions because he would incriminate himself.

Well, if there are no limits, it will inevitably lead to creep. People will get in because they're pet projects of a particular writer (I'm sure that happens already, but it would be worse)... It may be arbitrary to say "Pick the best 10 players of this era...", but it'd be meaningless if there were no limits.

It's a subjective decision that we place in the hands (in theory) of highly-informed people who can make decisions that statistics can't.
