It’s a nod to the older generation to still use fax. Similar to how you do a particular thing in some way just to please your g/parents. It will eventually fade out, but with Japan’s life expectancy, that’s still more than a decade away.

From the perspective of the footage; she takes an early apex; as she exits the corner she realizes that she’s going to hit the curb; she hits the brakes hard, and she tries to steer in; she locks up her rear wheel, then locks up the front wheel, which causes her to pivot over her bicycle.
As an amateur cyclist with plenty of similar experiences like this, this is what we call an, “Oh shit!”, moment.
