In fairness to them, internal IGs are usually pretty underfunded and vastly unpopular with staff. Also, with State, they have much bigger investigatory fish to fry (ex: Afghanistan and billions of dollars just kind of....going away).

CDC recommends condom use for prevention of sexual transmission of Zika. So I would guess this is just an extra precaution, but what CassieBear said below is also possible—it could be small enough to slip through the latex of the condom.
