This is definitely an odd choice especially from a story perspective. if you are playing the games as a trilogy you are basically going to see your characters go from over-powered death machines to struggling to fight a moogle...twice. That’s just weird.
Given the investment in it I suspect what happened was as it neared the point you’d spin up a marketing campaign they realized the game was going to struggle and decided to cut their losses.
They hardly did any advertising for the game, I didn’t know it existed until shortly before it released. The marketing gave the impression like they didn’t care that much about it.

I honestly don’t know about that. The only F Zero game that broke 2m was the first game. The other console games sat at about 1-1.5m. And yeah the console install base is much larger now but there hasn’t been a console release in 20 years.
