I have bad scars from cold sore, and also have a similar problem. I use a liner that I use to both OUTLINE and FILL IN. You need to do both. Go with a pencil that is as humanly close to your natural lip color as possible, and use a heavy hand with applying. Then you can ROCK the RED!
