Since Joanne Kelly was still listed as a regular and the new guy was a guest star, there wasn't any real suspense for me about her return. Better to get it over with in one episode than drag it out when we all know the outcome.

As for Nina, it looks like she has to make eye contact with her target and they have to be able to hear/understand what she's saying. Okay, I'll throw you a bone because of the sad face. Maybe once he became a 00 candidate, he was assigned the Bond name and his original name and records were altered/deleted. If Bond is a code name it actually makes sense to start using it as soon as he's selected for possible 00 status.
While I find the "Bond is a code name" idea interesting, the first Craig movie sort of dispels that. In the precredits scene the station chief refers to him as Bond while saying he hasn't achieved his 00 status yet. In other words he was Bond before he was 007.
I think this program would be getting a lot of false positives anyway. For example, after a certain episode of SGU a lot of us were searching for things like nuclear explosions and blast radius. That spike didn't mean that a nuclear attack was being planned. Maybe not the best example but I think you get my point.
The SSN is still the main ID number. I had all my soldiers' SSNs (as well as those of everyone else in my unit) and one of my biggest tasks after retiring was shredding all my accumulated paperwork.
