Nah, if rider confidence is an issue, you don’t want to put a short rider on a tall bike they can’t flat foot. Yes, a skilled rider can ride a bike they can’t flat foot, but they can also ride a bike with forward controls. For new riders, both those things can be huge confidence erasers.
