Indiana is the best for insurance rates. Married, one kid, in my 30's in Indiana, wife and I pay about $1200/year for a 15' Forester and a 17' WRX. Same great driving record.
I took my WRX out on purpose and ran errands in the snow! It was fine, as long as you know how to drive in the snow. (And have snow tires!)
