Lived in Minnesota for 33 years, I have never heard of or seen this occur. If a crime starts in one jurisdiction and than is chased to another, yes the original jurisdiction can proceed to chase, but to initiate a stop outside of your home jurisdiction would have all sorts of unconstitutional ramifications.
