That’s not what he said. In the context it sounds like he’s drunkenly talking about buying everyone drinks at ‘Belgrad’ a bar and Balkan restaurant in Kyiv and then burning it down.

I live and worked as an aid worker in Ukraine. Honestly, it’s not a problematic phrase and it’s weird to see it framed that way in foreign press because Russia objects to it.
