Of the characters we are familiar with only Missy, Davros and the Daleks know about the confession dial. Other Time Lords too, but Gallifrey is missing (or so it seems).

his confession dial all hint that Ashildr is being influenced by forces
greater than her who will presumably be revealed in the next two episodes.
