No on the state level. Low population states would take a severe hit to infrastructure spending due to a lack of funding.

This seems to be, in simpler words, an attempt to charge federal gas taxes on cars that don’t use gas, since the “user fee” would be average tax charged for gasoline on cars in the same category.

CARB, but ultimately the state, aka taxpayers. Kinda like the federal $7500 tax break, but state taxes. 

CA is the only state with special gasoline formulated for lower emissions. Only CA refineries produce it, and costs us more.

God no. No more gas taxes. We already have some of the highest fuel costs in the nation combined with the highest costs of living! Please don’t give Sacramento any more ideas PLEASE.

I like how the speedometer switches numerical orientations at the horizontal mark (see 10, 80, and 90). I never noticed that before.

Could be that you burn all (or the most anyway) the fuel at ONE RPM. One certain RPM that is, not 1 RPM. Due to the elasticity of air and other concerns you could probably tune the engine itself, not just the intake and exhaust manifolds to work most efficiently at an RPM, or a multiple of that RPM.

I don’t have a good source except that when I research efficiency issues with rotary, it refers purely to high RPMs, because of a fundamental issue in thermodynamics. (including the first articles that come up on the google!)
