The American method is to hold a public bid offering to solicit the cheapest possible solution to meeting the legal interpretation of work needing done. Something like “sense” would easily fall outside the scope.

1st gear - Should be noted that this Subaru Lafayette Indiana plant is also zero landfill. They recycle everything and work with supply chain to provide packaging in a manner to be reused/repurposed. Quite an interesting story given context in current US manufacturing climate.
