Yeah, that’s possible too, though I really think it’s more about Pompeo. Tillerson was never an ideological warrior. He was wildly incompetent and failed, but it wasn’t his ideology that did him in. Pompeo is a far-right culture warrior and also extremely deferential so he gets a longer leash. 

I’m not sure there’s a legal framework for something like that below the UN level. Possibly something akin to the ad-hoc missions under the African Union, but I don’t really think that’s a solid argument even if I generally agree with you that some sort of regional coalition would be good.
