From the OEM information systems I have access to, recalls are really more of an ongoing thing from those companies. Toyota actually does service campaigns and recalls fairly consistently. Better to be proactive than to suffer large-scale recalls like this anyway.
Chances are NHTSA is doing a thorough audit of GM. Usually potential issues would get resolved quietly through service campaigns, but I'm guessing the government has GM in their sights. Every manufacturer has a fair bit of this going on, but the focus isn't on them.
As a technician, I now understand why some parts are designed the way they are. Because somebody's ego got in the way.
