I don’t know if at any time the game will give it as a reason but I assumed the survivors mutated into the Scorched who are obviously former normal humans but now not.

The building in Fallout 4 is totally voluntary and not required to complete the game’s story or for any of the DLC. It’s more an added bonus for people who do like doing stuff like that.

Fallout 4 had an anodyne plot and it looks like 76 is even more milquetoast.

You could watch the RDR recap they’ve posted here at Kotaku. It’s a great game but it’s also a long game so you’d be committing to two rather long games. If you  have the time, I’d go with the newer version then play RDR because it’ll give several of the characters in it way more flavor because you’ll already know…

If RDR had the equivalent of GTA V’s shark cards and was designed from the ground up for it, it would have most likely gotten a PC version. If RDR2's online section is even half as profitable as GTA V’s I think we’ll see an RDR2 PC release.

When people say the planet will be destroyed they mean the vast majority of the ecosystems and species of the planet will be destroyed. Species will come back afterwards but they may do so at a point past the viability for intelligent life to form again.
