It seems very weird that Frank, after all this time, would be a wackier, wisecracking Spirit Of Justice. It’ll take one hell of a backstory to reason this one out, other than “We made it seem too much like Deadpool, aw crap, we better make it someone else.”

Look at the dialogue, the body language, and the fact he’s offering a hand to shake. Unless the endless drama of living until the very end has broken Frank’s resolve... that’s Deadpool joking that he’s The Punisher.
