You really have no idea how this technology works. Cars are not going to be communicating through "your internet connection" because the latency would so much as to make most of the technology useless. Direct radio frequency communication is the only real way to let this technology perform at its full potential.
Don't sparks just mean the car is not setup properly, or the coarse has a poor surface? Call me crazy, but wouldn't everyone want to avoid creating spark.

No need to go all the way to 45,000 ft. Why go to an altitude that is more difficult to fly at when you can depressurize the plane at 30,000 and it would still only take 30-60 seconds to knock out everyone on board.
