Forcing players to use outside apps or websites is not going to work. They need to reduce barriers, not create them. How many people actual read the grimoire cards for Destiny on their website? I've played since day one, complete the raids each week, have every exotic and raid item, and have not read a single card.

Let's be honest here. A civilian getting shot isn't going to raise enough of a stink with the right people to make anything happen, good or bad.
