My money is on the R-Rating.
Harley Quinn and her Hot Topic branding is such synonymous with teens that it seems weird to do an R-Rated movie.
And not even market it as such, like Deadpool or Logan did. I just found out this was rated R when reviews were coming out.

I saw this when it was first released as a kid and I cannot overstate how much impact it had. The combination of the astonishing special effects, the great photography in live shots, and the streamlined plot were astounding.
