Yeah, I sort of forgot how relatively new these laws are (and seem to vary quite a bit, from state to state). Unfortunately, those most aware of them are probably least likely to need them.
You'd be amazed at how many neglectful, oblivious, abusive, and/or just-don't-give-a-shit parents are out there. Also, many parents (a lot of single ones) are rarely home because they're busting their asses in low paying jobs just to make ends meet.
I thought hospital ERs were "no-questions-asked sanctuary zones" for newborn dropoffs, too (I'm just wondering about the mom not wanting to go to the hospital due to fear of questioning).

I agree. This type of person would *only* say that to a "friend," because she gets away with it. Personally, I wouldn't attack her, but be very direct, even beyond saying "that's inappropriate or rude or insecure." (if they consider each other friends, they should be able to talk about it)
From the up front evidence, adopting the kids (and abusing the benefits system) probably WAS their source of "income." Not unlike some straight couples who just pop out babies on their own, for benefits purposes, with even less oversight.
