That is, she's saying that there's nothing objectively sexual in this photo; you have to project it and in doing so, you're essentially projecting sexuality onto a child.

I think what she's saying is this: if you think this photo is sexually inappropriate, that process requires sexualizing Willow by thinking of her as a sexual object/subject. That is, you're the one doing the sexualizing, not the subject of the photograph.
