Most major sporting events don’t have to pay a massive tribute to the governing body before they’ve ever hosted the event though. That’s somewhat unique to F1. In most sports the governing body gets its cut from a portion of ticket sales and other revenue generators.
The part that is Bernie’s fault is the massive fees he’s charging tracks especially traditional tracks to host the Grand Prixs.

Lewis in one of the top 2 or 3 drivers on the grid (Alonso and Verstappen being the other 2) and arguably one of the best ever. His qualifying pace, race craft, and set up knowledge is on par with the greats. The execution of his “slow down” strategy was a masterclass in how to control a race.
