As someone who’s never played a Yakuza game, what’s the gameplay like?  What would you compare it to?

My impression is that she beat him precisely because he could forge an army to overthrow her. She beats him into submission so he doesn’t even think to rebel. It’s what she convinced him to do to Dracula. Hector was loyal to Drac, but wasn’t under his control, ultimately betraying him. She’s rectifying that oversight.
