I was about to argue with that. Then I recalled knowing a guy that killed four people while going about 100 on a freeway and crashed into them. He also got away scot free aside from his insurance rate going up.

When it comes to flood water it’s not so much about the height of the water as much as what is under the water. The road could have easily been washed out or there could have been unseen debris. On top of that with the current of some flood waters a bus like that can easily be tipped.
