Who is the witness to the baby-killing? No one. The only way there's ambiguity is if the movie is straight-up lying to the viewer. The point of having only a single witness to every subsequent incident is that the family gets the wrong idea. But the scene with poor Sam is to make sure that we get the right one.

A gritty Superman is a villain. That's provided good story material over the years, but it doesn't work if you half-ass it.

I read somewhere downthread that the book is more explicit, and I'm not sure I like that. The fact that there's something repressed or sublimated on her end as well is more interesting to me.
