As a civilian, y’all need to start arguing against the mentality of ‘justify it or lose it!’. One quarter, my shop had to come up with 100k worth of charges so we could maintain the budget in the following year that we were used to. So we purchased ridiculously overpriced things.

People complain about massive amounts of government paperwork, but it is that same paperwork which helps inform things like congressional legislation and major supreme court decisions decades later.
