Well, good news! My brother was in on this, and gave me the hints I needed to decode the message. I had to translate each number into its four-digit binary equivalent, and represent each 1 as a black square and each 0 as a white one. When arranged vertically, side-by-side, they spell out a message in block letters.

I didn't make much effort to find out who they were because to be honest, I was enjoying the mystery. It's been mostly a fun experience.
