F1 doesn’t have a mechanism by which they could do it (like a green-and-white restart in NASCAR - there’s just no “overtime” provided for in the regs), but it would have essentially become one in this case.
IIRC, NASCAR definitely lets the lapped cars unlap themselves under a full-course yellow. Have done for close to two decades now.

I’m sure it’s a relatively minor amount in the grand scheme of things as things stand. But I agree, making it more expensive and subsuming it under teams’ annual budget cap might also have that effect. A new wing or a dubious protest? Tough choices.
