It's called scene setting. A lot of young kids read comic books and not all of them would be aware of the French Riviera nor the fact that it is indeed a playground for the rich. A few words explaining that fact causes no harm and it's hardly the socialist battle cry you seem to think it is.

Sunny is a very overrated show. It's ok, it's not as good as Seinfeld or Frasier but it's certainly a lot better than the Big Bang Theory or any number of bland, interchangeable sit-coms.
