The other cars I’m referring to that were driving around causing chaos were beaters with missing license plates and pried off VIN plates. All were stolen. When pulled over, the occupants ran leaving behind their “equipment”.
The fact that someone with a violent precedent and erratic drug-influenced behavior may have been a reason for detaining someone with physical force, but not an excuse for maintaining that force to he point of lethality.
