I doubt it is a hub world, he was climbing around on sky scrapers. The purple triangles and coins were also floating in various places (not that the old hubs didn’t have coins, but these seemed more out of the way). At the very end it shows what looks to be a boss on a skyscraper.
It just depends on the parent. The video shows that if they go over, it reports that they did that. It is then up to the parent to discipline them for not listening. If they don’t do that, then it is just the same as your situation.

Normally I’d agree with you, but certain devs have gotten calls at their house, death threats against their families, things sent in the mail, ect... a Destiny dev got swatted a couple years ago. Usually over stupid shit like balance changes.
