SC2 was designed from the beginning to be an esport. There were a lot of factors that were considered for viewers and what would be too confusing or not easily distinguishable for a spectator. Balance is first and foremost for the players, but viewers are probably considered with just about every major decision.

Most people don’t a pop up constantly happening in the first 2 hours of their games that most people won’t be refunding (nor want to know how much time is left to refund it).
