It is pretty consistent with Heller's character. He punched Jack in the throat in season 5 when Jack was trying to bring Logan to justice. Then in season 6, he was a complete dick to Jack even though Jack was the only one at CTU who made any attempt to rescue Audrey and the only one who could get through to her.
