It claims to be street titled on the original (not state-assigned) VIN. $25k is pretty much the market for a streetable HMMWV, and this one looks to be particularly nice. The US gov stopped supplying titles for surplus vehicle well before 2008, so I have my concerns. You can get a non-titled surplus HMMWV for less
