Sort of. It’s actually taking the extra exhaust pressure that would get sent out the blow-off valve and converting that into electrical energy. You don’t want the MGU-H robbing the turbo of power, so in a perfectly tuned e-turbo you would never use the blow-off valve. I know at least one manufacturer still has it…
