It’s pretty clear that she meant to level that city from the start and that she was never going to “settle” for mere surrender.
She made it very clear that defeating Cersei was no longer the only goal. Instilling fear in the people of Westeros was her larger goal, because that was the only remaining source of her power.
She didn’t randomly rain hellfire on women and children, she did it quite intentionally, and razing King’s Landing, in her view, was in direct pursuit of her goals. It was carnage with a specific purpose.
But she didn’t succeed. That’s the point. The cop not only wasn’t incapacitated, he retained the capacity to accurately shoot and kill an unarmed person.

If the officer is still able to draw his gun and accurately fire it while being tazed, how could he argue that being tazed put him in imminent lethal danger?
She didn’t go crazy. The slaughter was premeditated and tactical.

But poisoning her after the fact wasn’t an option because Dany had already rejected the idea of a seige. She wanted a fiery, bloody and immediate victory.
