I don’t know if the comparison to the Queen Mary is apt at all. The British Government had the same requirements for the QM (and QE) as well - including that they be fast, and strong, and able to contribute to the war effort. Which, they both did to incredible success.
I’d have to imagine it would cost somewhere north of a billion to make the ship habitable even as a stationary office/living space. Only an insanely rich person with a passion of the ship would even consider restoration, there will never be any sort of profitable business case.
